  • The ESF 2000-2006 Programme
    ​The ESF (European Social Fund), together with ERDF (European Fund for the Regional Development), EAGGF (European Agricultural Guidance and Guarantee Fund) and FIFG (Financial Instrument for Fisheries Guidance),  is one of the four Structural Funds which, within the Programme 2000-2006, have managed about 195 billion euros for the pursuit of the social cohesion and for the economic and social development in all Regions of the European Union.
    These financial instruments, in accordance with the processes of organization and established decision (EC Regulations), allowed in six years the joint action of the European Union and the Member States to achieve three EU objectives:

    • Objective 1: the development and structural adjustment of regions whose development is lagging behind. Priority Objective of the European Regional Policy, this objective has been funded by ESF, ERDF, EAGGF, FIFG. Italy has involved the Southern Regions such as Basilicata, Calabria, Campania, Puglia, Sardinia, Sicily and Molise under the transitional support (phasing out).

     Objective 2: the economic and social conversion of areas facing structural difficulties. Mainly financed by the ERDF and the ESF, in Italy this goal has involved specific areas of the Centre-North.

     Objective 3: adaptation and modernization of policies and systems of education, training and employment. Financed with ESF in Italy involving the Regions of central and northern Abruzzo, Emilia Romagna, Friuli Venezia Giulia, Lazio, Liguria, Lombardy, Marche, Piedmont, Autonomous Province of Bolzano,  Autonomous Province of Trento, Umbria, Tuscany, Valle d’ Aosta and Veneto.
    The realized interventions have been characterized, compared to the previous programming, by a higher geographic and financial concentration, by a more decentralized management, by strengthened controls and by the improvement of the efficiency.
